Sentencing guidelines amendments that reduced prison terms for crack cocaine offenses were made retroactive in March.

James Duff, director of the Administrative Office of the U.S. Courts, noted that every federal employee, including all members of Congress, are set to receive a cost of living adjustment on January 1, 2009, except federal judges. Duff called such treatment "starkly unfair."
