Chief Judge Hogan Named Chair of Judicial Conference Executive Committee
Chief Justice William H. Rehnquist has named Chief Judge Thomas F. Hogan (D.D.C.) to be the Chairman of the Executive Committee of the Judicial Conference of the United States. As the senior executive arm of the Conference, the Committee has the authority to act on behalf of the Conference between its regular sessions. Judge Hogan's appointment takes effect October 1, 2005.
Judge Hogan will replace Chief Judge Carolyn Dineen King (5th Cir.), who served on the Committee for five years, the last three as the chairman. In a letter to Judge King, Chief Justice Rehnquist called her "an exceptionally creative and vigorous chairman."
Judge Hogan was appointed to the U.S. District Court for the District of Columbia in August 1982 and became chief judge in June 2001. He has served on the Executive Committee since 2001.
The other members of the Executive Committee are Chief Judge Michael Boudin (1st Cir.), Chief Judge Joel M. Flaum (7th Cir.), Judge J. Owen Forrester (N.D. Ga.), Judge David L. Russell (W.D. Okla.), Chief Judge John M. Walker (2nd Cir.) and Leonidas Ralph Mecham, Director of the Administrative Office of the U.S. Courts.
The Chief Justice serves as the presiding officer of the Judicial Conference, which is composed of the chief judges of the 13 courts of appeals, a district judge from each of the 12 geographic circuits, and the chief judge of the Court of International Trade. The Conference considers administrative and policy issues affecting the court system and makes recommendations to Congress concerning legislation involving the judicial branch.
