Sentencing Commission Gets Chair as Recess Appointee
U.S. District Judge Ricardo H. Hinojosa of McAllen, Texas, is the new chair of the U.S. Sentencing Commission. President George W. Bush announced on July 30 his intention to make appoint Hinojosa while Congress is in recess.
Hinojosa has been a Sentencing Commission member since 2003, and was nominated to become chair last February. The Constitution provides that recess appointments “shall expire at the end of the next session” unless Congress consents to the nomination.
The Sentencing Commission is comprised of two non-voting commissioners and seven voting commissioners.
Hinojosa was appointed to the federal bench by President Ronald Reagan in 1983.
