We reduced staff by 27 positions in 2003 and 13 positions already in 2004. The negative impact will be longer lines in civil intake, docketing delays and backlogs, service delays of non-priority documents, delays in external processing and internal sorting, more focus on automated information lines and less personalized service from court staff. When you consider that all non-salary funding was cut by 32 percent in FY 2003 and 32 percent again for FY 2004, it makes it a huge challenge to find sufficient funds just to pay fixed costs over which we have little or no control. We have had to curtail a variety of treatment options due to budgetary constraints. Offenders will no longer receive all required treatment. Out-patient services have been reduced with regard to treatment frequency and type allowed. Probation Office, Northern District of California
During FY 2003, we reduced our total staff from 75 to 68. If budgetary constraints continue, our limited ability to hire will be restricted to newer, inexperienced officers whom we can afford to pay.
