Space Emergency Declared At Brooklyn

The Executive Committee, acting on behalf of the Judicial Conference, recently declared a space emergency in the U.S. District Court for the Eastern District of New York at Brooklyn—and not for the first time. In 1989 and again in 1992, the Conference declared space emergencies in the Brooklyn court. All three times, the space shortage had become so severe it was anticipated that an insufficient number of courtrooms would be available for judges who were, or would soon be, conducting trials. The current space crisis occurs because the General Services Administration planned to complete only 26 courtrooms in the courthouse annex now under construction, leaving an anticipated eight judges without facilities by 2012.

The remedy, of course, is for GSA to agree to finish the eight courtrooms and chambers it now plans to leave unfinished. The House and Senate included funding in the Treasury, Postal Service, and General Government appropriations bills for FY 2002 to begin design of these courtrooms and chambers, and the House report has language supporting the build-out of the facilities. The House Committee on Transportation and Infrastructure also authorized the full funding to design and build the courtrooms and chambers.
