New Executive Committee Members Appointed

Chief Judge Gregory W. Carman and Chief Judge John M. Walker Jr.

Two new members have been appointed by Chief Justice William H. Rehnquist to the Executive Committee of the Judicial Conference. They are Chief Judge Gregory W. Carman of the U.S. Court of International Trade and Chief Judge John M. Walker, Jr., of the U.S. Court of Appeals for the Second Circuit.

The Executive Committee is the senior executive arm of the Judicial Conference, which also acts on behalf of the Conference between regular sessions on matters requiring emergency action. The Committee prepares the discussion and consent calendars for Conference meetings; handles matters of committee jurisdiction; makes recommendations to the Conference and its committees on the needs of the Judiciary that should be addressed or planned for; and shapes spending plans for congressionally approved appropriations.

Carman was appointed to the U.S. Court of International Trade in 1983. He has served as chief judge of the Court and as a member of the Judicial Conference since 1996.

Walker was appointed to the U. S. District Court for the Southern District of New York, in 1985, and was elevated to the Second Circuit Court of Appeals in 1989. He has served as chief judge of the Circuit and as a member of the Judicial Conference since 2000.

In addition to Carman and Walker, the members of the Executive Committee are Committee chair Chief Judge Carolyn Dineen King (5th Cir.), Chief Judge Edward R. Becker (3rd Cir.), Chief Judge Joel M. Flaum (7th Cir.), Chief Judge Thomas F. Hogan (D. D.C.), Judge D. Brock Hornby (D.Me.), Chief Judge Boyce F. Martin, Jr. (6th Cir.), and ex officio member Leonidas Ralph Mecham, Director of the Administrative Office.
