Committee Chairs Change

Six new committee chairs will head Judicial Conference committees beginning October 1, 1998, with the term of one committee chair extended for another year. Chief Justice William Rehnquist made the following appointments:

Judge Carol Bagley Amon (E. D. NY) succeeds Judge A. Raymond Randolph (D. C. Cir.) as chair of the Committee on Codes of Conduct. Judge Robin J. Cauthron (W.D. Okla.) succeeds Judge Emmett Ripley Cox (11th Cir.) as chair of the Committee on Defender Services. Judge Walter K. Stapleton (3rd Cir.) will succeed Judge Stephen Anderson (10th Cir.) as chair of the Committee on Federal-State Jurisdiction. Judge William J. Zloch (S.D. Fla.) succeeds Judge Frank J. Magill (8th Cir.) as chair of the Committee on Financial Disclosure. Judge Harvey E. Schlesinger (M.D. Fla.) succeeds Judge Phillip Pro (D. Nev.) as chair of the Committee on the Administration of the Magistrate Judges System. Judge Anthony J. Scirica (3rd Cir.) succeeds Judge Alicemarie H. Stotler (C.D. Calif.) as chair of the Committee on Rules of Practice and Procedure.

Chief Judge Julia Smith Gibbons (W. D. Tenn.) will remain as chair of the Committee on Judicial Resources for another year. The Chief Justice makes all appointments to the Judicial Conference committees and determines tenure. Generally, committee chairs—with the exception of the chairs of the Executive, Judicial Branch, and Budget Committees—serve for a term of three years, with one reappointment possible. Five to six years of cumulative committee service, including past committee assignments, is considered the maximum a member may serve.

Every two years, the Judicial Conference Executive Secretariat surveys all judges to identify individuals who wish to serve as members of Conference committees and their preferences. Membership on a committee is in addition to the responsibilities a judge carries as a member of his or her court.
