New Executive Committee Member, New Chairs Named
A new member of the Judicial Conference Executive Committee and four new Conference committee chairs have been appointed by Chief Justice William H. Rehnquist. They begin their terms on October 1, 2001.

Chief Judge Joel M. Flaum (7th Cir.) joins the Executive Committee succeeding Chief Judge James M. Rosenbaum (D. Minn.). The Executive Committee is the senior executive arm of the Judicial Conference, acting on behalf of the Conference between regular sessions.

Flaum was appointed to the U. S. District Court for the Northern District of Illinois in 1974 and was elevated to the U.S. Court of Appeals for the Seventh Circuit in 1983. He served as a member of the Judicial Conference Committee on the Administrative Office from 1987-1989, the Advisory Committee on Bankruptcy Rules from 1984-87, and the Committee on Administration of the Bankruptcy System from 1979-84.

New Committee Chairs

Four judges have been appointed by the Chief Justice as new committee chairs. Judge William L. Osteen (M.D. N.C.) succeeds Judge Carol Bagley Amon as chair of the Committee on Codes of Conduct. Judge Mary M. Lisi (D. R.I.) succeeds Chief Judge
William J. Zloch as chair of the Committee on Financial Disclosure. Judge Samuel A. Alito, Jr., (3rd Cir.), succeeds Judge Will L. Garwood (5th Cir.) as chair of the Advisory Committee on Appellate Rules. Judge Edward E. Carnes (11th Cir.) succeeds Judge W. Eugene Davis (5th Cir.) as chair of the Advisory Committee on Criminal Rules.

In addition, the terms of four incumbent chairs have been extended. The terms of Judge Robin J. Cauthron (W.D. Okla.), Chair of the Committee on Defender Services, and Judge Anthony J. Scirica (3rd Cir.), chair of the Committee on Rules of Practice and Procedure, were extended two years. The terms of Judge Harvey E. Schlesinger (M.D. Fla.), chair of the Committee on the Administration of the Magistrate Judges System, and Judge William J. Bauer (7th Cir.), chair of the Committee to Review Circuit Council Conduct and Disability Orders, were extended for one year.

Committee chairs and members are appointed by the Chief Justice of the United States and serve at his pleasure. Judicial Conference committees review issues within their established jurisdictions and make policy recommendations to the Conference.
