Abstract: 

The authors report that the British probation system 's commitment to EBP and cognitive programming a decade before the U.S. federal system led them to incorporate effective use of authority, anticriminal modeling and reinforcement, problem solving, use of community resources, and quality of interpersonal relationships between staff and clients into their policies in 2004. They cite coded staff interactions as crucial to the successful implementation of the new methodologies.
