Looking Back at Federal Probation--Richard A. Chappell

We reprint two articles by Richard A. Chappell, one of the original eight federal probation officers appointed in the 1920s, and supervisor of probation and division chief from 1937 to 1953. Chappell, who died in 2001, served as an early editor of Federal Probation and contributed many articles.
