Abstract: 

In recent years the parole population of the U.S. has increased substantially, with a large portion of this population comprising substance abusing offenders. In contrast to recent research on supervising substance abusing offenders that focuses on the agency level, the author argues for specialization and formulates a theory for post-release supervision of this population.
