All Implementation Is Local: Initial Findings from the Process Evaluation of the Honest Opportunity Probation with Enforecment (HOPE) Demonstration Field Experiment

Abstract: 

In this article the authors report on the process evaluation of the HOPE Demonstration Field Experiment, a set of four pilots funded by the Bureau of Justice and the National Institute of Justice to test the effectiveness of programs replicating the Hawaii Opportunity Probation with Enforcement program. This article draws on qualititative interviews with key stakeholders to provide critical insight into the mechanics of HOPE implementation at the four sites and draw lessons that might be transferred to other sites seeking to implment HOPE in the future.
