Abstract:

The growing numbers of persons placed on federal post-conviction supervision for Child Sexual Exploitation Materials (CSEM), concerns about the frequency with which this population has engaged in unrecorded contact sexual behavior,  and issues with using the current risk tool to assess risk of sexual recidivism prompted an initiative by the Probation and Pretrial Services Office of the  Administrative Office of the U.S. Courts to construct a risk tool for persons  under federal post-conviction supervision convicted of CSEM offenses. The author documents ultimately unsuccessful efforts to do so and suggests possible alternatives for future research.
