Overview of the Position The Clerk’s Office of the U.S. District Court for the District of New Jersey is seeking a motivated, highly organized and detail oriented Financial Assistant to join its Finance Department. The ideal candidate is a customer-focused, career-oriented individual, eager for professional growth within the Clerk’s Office and the federal judiciary as a whole. Under the general direction of the Director of Finance, Procurement and Facilities, the Finance Supervisor, and Work Leader, the Financial Assistant aids in the areas of administration by providing support to all Judicial Officers, Court Unit Executives, Court Managers, Court Staff, the Bar, and the Public. This position is located in Trenton with occasional travel to the Camden and Newark divisional offices (Travel mileage and tolls will be reimbursed as allowed per Judicial travel regulations).

Position Description

Representative Duties:

  • Supports the financial operations of the Court, processing a large volume of transactions, while interpreting and applying established rules with a high level of accuracy.
  • Performs financial operations including reimbursements for travel, attorney admissions fees, restitution and/or fine collection and disbursement, vendor payments, and funds deposited with the Court pending litigation. Aids the Court’s Transit Subsidy Program.
  • Learns new processes, as well as automated systems to provide timely and accurate customer service. Uses accounting software (JIFMS, FedInvest, CCAM, RestAssured) to record, store, and track information.
  • Performs research and provides training resources to the Court in a customer friendly manner for a range of financial services.
  • Performs financial duties, including cashiering, logging, reconciling, and posting transactions to the accounting system.
  • Prepares monthly reports, in multiple automated systems, as required.
  • Reviews and/or performs accounts payable and accounts receivable duties; has responsibility for the accuracy and accountability of monies received and disbursed by the Court.
  • Will participate in audits and special projects.
  • Performs backup coverage for team members as required.
  • Performs other duties as needed and assigned.

Qualifications

The successful candidate must have at a minimum a high school diploma or the equivalent and two years of general clerical or administrative experience. A bachelor’s degree from an accredited college/university is desirable. To qualify for the CL 25- CL 26 levels, at least one year of specialized experience is required.

*Career progression is based upon qualifications, experience, and court funds. Promotion to the next grade, including a CL 26-27 Financial Assistant and/or Financial Specialist, eligibility is based upon demonstrated performance, years of experience within the position and Court funds.

Generalized experience is defined as progressively responsible clerical, office, or other work that demonstrates the possession of or the ability to acquire, the knowledge and skills needed to perform the duties of the position. This includes but is not limited to knowledge of professional office procedures, excellent customer service initiatives and excellent organizational, analytical, communication and interpersonal skills.

Specialized Experience

Specialized experience includes progressively responsible clerical or administrative experience requiring the regular and recurring application of clerical procedures that demonstrate the ability to apply a body of rules, regulations, directives, and laws that involve the routine use of specialized terminology and automated software and equipment for word processing, data entry and report generation.

Court Preferred Knowledge and Skills
In addition to the minimum qualifications, the Financial Assistant and/or Financial Specialist will be managing multiple responsibilities and will be interacting with Judges, the Court Unit Executive, Court Mangers, Court Staff, and the public. Therefore, the successful candidate should demonstrate the following skills and proficiencies:

  • Ability to research financial topics and stay abreast of changes, applying the Administrative Office’s Guide to Judiciary Policy and the Internal Control Manual to specific situations. Higher grade level requires greater ability in this area.
  • Skill and accuracy in working with numerical calculations and the ability to recognize errors, their probable cause and identifying alternative solutions. Working knowledge of Microsoft 365 Office, especially Excel is required. Experience using accounting or financial systems, professionally or personally, is preferred.
  • Ability to work independently as well as with a team.
  • Possess strong written and verbal communication skills. Ability to discuss complex and sensitive matters with judges, unit executives, managers, and Court staff.
  • The ability to evaluate operations, then suggest and develop recommendations for improvement.
  • Knowledge of and compliance with the Code of Conduct for Judicial Employees and Court confidentiality requirements. Ability to consistently demonstrate sound ethics and good judgment.
