Overview of the Position The U.S. District Court for the Southern District of New York is accepting applications for an information technology administrator. We seek a professional who has the technical expertise, along with strong problem-solving skills and analytical thinking. The incumbent must possess excellent communication and interpersonal abilities, with a customer-service mindset. The information technology administrator must be detail-oriented and proactive, with the ability to anticipate and prevent issues, and display flexibility and adaptable to evolving technologies and organizational needs. This position requires a high level of integrity, confidentiality, and professionalism. This position may be eligible for occasional telework, in accordance with the Court's telework policy.

Position Description

Information technology administrator is part of the information technology team that performs end user support activities. At this level of function, the administrator provides help desk support for end users and provides first level and advance support in installing and configuring computer hardware and software programs, network connectivity, and peripheral devices. The administrator performs routine to moderately complex troubleshooting for hardware and software systems. This is an on-site position.

Representative Duties

  • Respond to help desk calls and e-mails, log computer problems, and assist with routine problems; problems that are not quickly resolved are escalated to the Assistant Systems Manager. Assist with web access. Provide information and assistance to users on applications such as word processing and data entry. Assist with creating user accounts and providing end user training as required.
  • Create and run reports. Install or assist in the installation of upgrades or new or revised off-the shelf/desktop releases. Set up, configure, install, and document hardware and software.
  • Provide support for mobile computing devices and remote access. Confirm that back-ups are run. Perform inventory control duties.
  • Provide cabling support.
  • Troubleshoot hardware and software problems. Analyze help desk log. Create user accounts. Create local court forms from off-the-shelf software. Customize programs for local needs and trains personnel in their use.
  • Provide day-to-day systems backups and verify the validity of data. 
  • Maintain contact with other information technology court personnel at different locations and levels for the purpose of keeping abreast of developments, techniques, and user programs. Monitor day-to-day operations of the equipment and systems. Act as the technical expert in solving computer system problems.
  • Recommend hardware, equipment, and software updates.

Qualifications

The applicant must have two years of specialized experience, or completion of the requirements for a bachelor's degree from an accredited college or university and one of the following superior academic achievement requirements:

  • An overall “B” grade point average equaling 2.90 or better of a possible 4.0;
  • Standing in the upper third of the class; • “3.5” average or better in the major field of study, such as business or public administration, human resources management, industrial relations, or psychology;
  • Election to membership in Phi Beta Kappa, Sigma XI, or one of the National Honorary Scholastic Societies meeting the minimum requirements of the Association of College Honor Societies, other than Freshman Honor Societies; or
  • Completion of one academic year (18 semester or 27 quarter hours) of graduate study in an accredited university in business or public administration, political science, criminal justice, law, or other fields closely related to the subject matter of the position.

General Experience

Court Operations

Knowledge of or the ability to learn court operations, functions, and organizational structure.

Information Technology, Security and Automation

Knowledge and some experience in the theories, principles, practices and techniques of network administration and security, IT networks, network traffic, computer hardware and software, and data communications. Ability to identify security risk. Some knowledge of anti-malware and endpoint security controls. Thorough understanding of IT policies and procedures.

Judgment and Ethics

Ability to consistently demonstrate sound ethics and judgment, maintain court confidentiality and security requirements, and comply with the Code of Conduct for Judicial Employees.

Written and Oral Communication

Must have excellent interpersonal skills and the ability to effectively communicate (orally and in writing) to individuals and groups to provide information, exceptional customer service and resolve difficulties while complying with regulations, rules, and procedures. Skill in translating and documenting technical terms into non-technical language. Skill in training non-automation personnel in automation techniques and processes. Ability to provide and exchange accurate and timely information with individuals within and outside the court.
