The United States Judicial Panel on Multidistrict Litigation acted on 37,735 civil actions pursuant to 28 U.S.C. § 1407 during 2025.
The Panel transferred 1,398 cases that were pending in 66 district courts to 45 transferee districts for inclusion in coordinated or consolidated pretrial proceedings with 36,337 actions initiated in the transferee districts. The Panel did not order transfer for 157 actions that were the subjects of 14 motions for centralization.
Thirty-nine motions to centralize were filed with the Panel, and 19 of these led to the creation of new multidistrict litigation (MDL) dockets. The 19 dockets were split among 6 data breach and consumer privacy dockets, 5 intellectual property dockets, 3 antitrust dockets, 2 products liability dockets, 2 marketing and sales practices dockets, and 1 air disaster docket.
Since its creation in 1968, the Panel has centralized 1,309,868 civil actions for pretrial proceedings. By the end of fiscal year 2025, a total of 17,678 actions had been remanded for trial, 1,095,072 actions had been terminated in the transferee courts, and 197,118 actions were pending throughout 45 transferee district courts.
