Overview of the Position The U.S. District Court for the Southern District of California is accepting applications for the position of Procurement Assistant. This position is located in the Clerk’s Office and will report to the Facilities and Procurement Supervisor. The incumbent will provide property, procurement, and facilities support to the Court and Clerk’s Office.

Position Description

Representative Duties:

  • Adhere to the Guide to Judiciary Policy, particularly Volume 14 (Procurement) and Volume 16 (Space and Facilities). Adhere to the court’s internal control procedures.
  • Ability to maintain accurate property records in a timely manner. Will serve as the court’s custodial or disposal officer for all Court property as delegated.
  • Assess requests for goods and services by ensuring that they are allowable under limitations, restrictions and policies, as well as determining the availability of funds
  • Responsible for assisting in the process of procuring supplies, equipment, services, furnishings, facility support services from government and non-government sources, including contacting vendors, requesting quotes, creating bid analyses, creating purchase orders in the automated financial system
  • Plans and coordinates time and delivery of purchases
  • Actively participates in Court event support and vendor escorting opportunities
  • Prepares spreadsheets and maintain databases to track certain expenditures and projects
  • Responds to customer service requests via automated help desk and telephone
  • Coordinates and assists with furniture moves, official court event setup and repair projects throughout the Clerk’s Office and courthouses
  • Other duties as assigned

Qualifications

Preferred Qualifications:

  • Bachelor's degree from an accredited four-year college of university
  • Government purchasing experience
  • Knowledge of the accounts, procedures, and applicable financial automated systems of the judiciary
  • Solid critical thinking, problem-solving and organizational skills
  • Knowledge of Federal Acquisition Regulations (FAR)
  • Excellent customer service skills are required
  • Ability to manage multiple priorities in a busy office environment is essential

Please note that this position requires in-office support and is not a telework-eligible position.

Personal Characteristics: The successful candidate should be a mature, dedicated, responsible, and poised individual who possesses tact, good judgment, initiative, a strong work ethic, and the ability to work well with judges, chambers staff, and Clerk’s Office staff. The candidate should be trustworthy and possess the ability to maintain strict confidentiality of sensitive information.

Required Clearances: Please note that this position requires that applicants complete the “Optional Background Information” on Page 5 of the AO-78 Application Form.
The selected candidate will also be required to submit to a background investigation which includes fingerprinting and a credit check.

Specialized Experience

Applicants must have a least one year of specialized experience, as defined below. Specialized experience is defined as responsible experience in purchasing that provides knowledge of the rules, regulations, practices, and principles of procurement; and involves the routine use of automated financial and accounting systems or other computer-based systems and applications such as word processing, spreadsheets, or databases.

  • Excellent customer service skills and ability to multitask multiple priorities
  • Ability to provide support during non-business hours (i.e., evenings, weekends) as required for projects or special events
  • Ability to travel to locations within the Southern District of California
  • Ability to lift up to 50 pounds and move light equipment as required

Employee Benefits

Salary: CL 25 ($55,848 - $90,749)

Starting salary should be expected in low to middle portion of the range, based on qualifications and experience.
